Why are many signs different? The colonies names are supposed to be "Hilltop" and "The Kingdom", not HQ and Toledo. Was it an error on behalf of the writer or the director? Let's backtrack and get everything in perspective.
This is a soft reboot that happens right after Season 8. The start of Season 8 continued right after the end of Season 7. Similarly, the start of Season 7 continued right after the end of Season 6. But the start of Season 9 finally started things over. Just so everyone here are on the same page, this segment of the "The Old World Order" is from Season 9, Episode 1 to Season 9, Episode 5.
A small flash forward to the future episodes, people who were waiting to see the time jump won't have to wait long. Old Judith is a primary character in "The New World Order" which starts in Episode 6, YAR (yet another reboot). It's because of the events in Episode 5 that YAR happens. I suggest new watchers to start from there.
Back to the topic. The Kingdom, I can understand. It may be located in Toledo, Ohio. Or a different Toledo that I don't know about. Or they might just like it named something other than The Kingdom. But HQ, maybe it was already like it and Maggie ("Lauren Cohan") liked it, instead of changing it to HT. Maggie has been very bossy, and has show signs of being an antagonist since the start of the show.
People are scattered in different communities. I'm not clear on who's in which community, not even the main characters. I know Rick, Michonne, and Judith are in Alexandria (and Negan as well). I know Maggie and Jesus are in Hilltop. I know Carol and Ezekiel are in The Kingdom. The connecting factor happen be that most of the characters are working with the Saviors on a bridge. Daryl, and later Carol becomes the boss of the Saviors. Once the bridge was built, the saviors wanted to go, especially when they found out they were being killed off by Oceanside. The communities will be clarified after the mid-season finale.
Meanwhile, all the characters are working with Rick, who is the motivational leader. The saviors do work on Rick's orders, and build a bridge. Father Gabriel doesn't give him up when asked to. For example, Anne started a new relationship with Father Gabriel, and they were together before Anne wandered off. Rick invites everyone to Alexandria, but not everyone comes.
The other groups are not as friendly towards Rick. Every group work with each other, trading resources with each other, while building their own community. Everything started after Rick chose to put Negan in confinement and didn't kill him. No-one in other communities wants to come near Negan. I guess the characters thought their own free will, so Maggie eventually said she's no longer taking orders from Rick. Rick created his way of peace with the saviors, so after Maggie passed judgement on Gregory and killed him, Oceanside who had been rebelling against the saviors started killing them one by one.
One good thing about the next reboot (YAR) will be, we get to see The Whisperers.
